Dealing with a child who has a Mentally Disturbed care-giver

Mrs. L. M. has two children, daughter X and son Y from the marriage with her husband.

Her son Y is now 17 years old while the girl has reached the age of majority and is married in Berat. Her marriage has not been quiet after being abused by her husband and for this reason she is under the protection order.  After reception of the protection order the girl left the house of the husband and has been transferred to her mother's house. Meanwhile her mother was living with her brother as her husband was staying with his own mother. Economic situation of the family is extremely difficult as the father X and her brother Y are collecting cans.

Meanwhile her daughter X left the house with her boyfriend and the little baby was left to Mrs. L. M to which the Municipality staff found out that is facing mental health disorders although we do not have the documentation confirming this.

CPU worker finds it difficult to intervene in this case because Mrs. L.M goes several times at the office by threatening her and by showing auto destructive actions such as self punching etc.

Currently there is this situation that there is a child in the hands of a mentally unstable person, a mother left and a father who does not care for the child.

- Main question is related to what would be the steps toward ensuring the best enviornement for the child and how.
