The case has been brought by Alma Agalliu - the Child Protection Unit in Fieri Municipality. There's a need for legal and psychological support to Alma to manage the case.

Short summary of the case - Mira was only 6 years old when her sexual abuse by the stepfather started, only 3 months after he and her mother had started living together. Her parents had divoced and she passed under the custody of her mother. Mira has felt unprotected and not supported by her mother, for whom she claims that not only has been aware of the abuse, but also assisted in some of the cases. She told her father and a denunciation was done at the police but the stepfather and her mother were not prosecuted for this acuse. This fact, paved the way to prolonged sexual and psychological abuse of the minor, which for about 4 years, was not allowed by the mother to see her father. Mira meanwhile says that the stepfather raped her on several occasions when she refused having relations with him and she admits her mother has been raped by him every day. Finally the minor decided to tell to relatives about the abuse, which leaded to an immediate denouncing by their side to the police. After reporting and preliminary examinations that verified the incidence of the intercourse, the minor left the house on September the 9th, and since than she is staying with the father.

The case was discussed from both psychological and legal perspectives.

According to the Psychologist expert, the case, having suffered a long lasting abuse, is a very complex one and necessitates a very specialized trauma therapist as well as frequent and long term treatment. The intervention has to set some specific objectives such as for example, to start working with the guilt feelings of the girl.

There are two main obstacles for addressing this: first the lack of specialized psychological interventions in Fieri and also the un-existing financial resources for Fieri municipality to pay the specialized private treatment. This issue has been raised during the discussion in strategic level giving answer to the questions how this problem will be addressed for this and other sexual abuse cases that are emerging recently.

One strategy discussed in the meeting would be to have a pool of three or four psychologists of the area who are trained in trauma and who are willing to offer this service for free or in exchange of some professional incentives. This strategy is to be further explored by Tdh or other NGOs who can help.

Regarding the legal consult it seems that the case is simple. It needs the father’s request to custody and a layer who can follow it in the court to change the previous decision that with the divorce gave the custody to the mother. Either TLAS or QSHPLI could assist with the provision of this service for free.

There are three advices given to Alma for this case:

Undertake another case evaluation which should identify the existing need for protection for the girl. If a high risk score is coming from the evaluation there must be other strategies to be applied for the custody issue.
The need to work with the family and empower it economically as one of the best solutions for providing care to the girl in these circumstances. A meeting in a multi-disciplinary team to explore more on this possibility is advised to be undertaken by Alma.
Exploring potential psychology professionals in the city who are willing to go under trauma training and offer the service to the girl.
