VICTIMS’ STORIES: Brutal cases but not without precedent in Hungary of Metropolitan Centre for Child Protection.

 

Where does torture occur? : Hungary Budapest the Metropolitan Area Child Protection Centre and Child Protection Service Alföld Street, Number I. Host Home of the institution.

*This allows torture to remain a “secret” or “hidden” problem in the Hungary

 

Who are the victims of torture and/or ill-treatment? : children 9-10 years old and candy for older children.

 

What are the effects of torture? : torture and raped and beaten

 

What is rehabilitation? : no effective remedy cases of torture

 

What can I do to help? : Any information or documentation you have in relation to allegations of torture could be potentially useful. The proper documentation of torture serves a number of purposes.

States have an obligation to document acts of torture and to investigate with a view to prosecuting those responsible. However, they often fail to independently and consistently do so. In such cases, there may be local civil society groups or human rights organisations that are collecting such data that Human Rights Defenders Center have been working:

Any information or documentation you have in relation to allegations of torture could be potentially useful. detailed accounts from the victim(s) and, where possible, others who might have witnessed the torture; Clarifying the facts

Establishing and acknowledging the individual victim(s) and their families;

Pin-pointing the State responsible and the officials involved in the torture

Identifying how to stop recurrence;

Increasing the prospect of prosecution of or disciplinary action against those responsible

Demonstrating the need for full reparation and redress from the State, including fair and adequate compensation, medical care and rehabilitation.

 

Torture can occur anywhere but usually occurs during the initial phase of detention: and contribute to and form part of ill-treatment that may in some cases constitute torture.

There is a duty on the state to protect people from these groups and to investigate and punish as necessary.

Analysis of child trafficking often leads to the consideration of other categories of child

exploitation.

“I once fainted and the owner took me to the hospital. There the doctor asked me why I didn’t

have any registration. I told him that my owner (child protection, and persons working)

didn’t let me leave the territory that Hungarian children's home”

 

A game for children 9-10 years old and candy for older children for sex in exchange for money and outbound offered the teachers a Hungarian children's home.

 

Because torture and sexual abuse of children is often a “taboo” theme in Hungary, the Council of Europe runs a campaign called "ONE in FIVE" to break the silence and empower everyone, including children, to speak up.

 

“We experience violence and had cases being more frequent among Disciplinary authorities also think that juveniles need much more attention.”

You cannot tell from the outside whether somebody has been raped or not, but physical signs of beatings are visible, one of the custodians said. Then they will know exactly, that there is a problem.

 

Effects of child abuse: Children's exposure to violence increases their risk for later victimisation. Often the victim also has to be convinced to talk about the experiences of being constantly abused. All this is necessarily the product of evil intentions, but of that goes on every day.

 

If you alert the guards, you will get a severe beating they were warned.

In the meantime, the abusers bragged about torture.

Finally, one of the "guards" noticed the wounds from the beatings on the victims, and started a disciplinary procedure.

 

Hungary became the 37th state of the Council of Europe to ratify the Council of Europe’s Convention on Protection of Children against Sexual Exploitation and Sexual Abuse. It will enter into force in Hungary on the 1st of December 2015.

 

The treaty – known as "the Lanzarote Convention" – requires criminalisation of all kinds of sexual offences against children, including sexual abuse in the circle of trust, sexual activities with a child below the legal age; child prostitution and pornography; as well as solicitation of children for sexual purposes ("grooming") and "sex tourism".
