Duke e pare te nevojshem diskutimin lidhur me sfidat te cilat nderlidhen me institucionet, ligjet, rregulloret administrative dhe mos harmonizimin sa i perket zbatimit te politikave ne nivel lokal, sugjeroj qe te komentojme per keto sfida. Shembuj te diskutuar nga trajnimi i fundit i mbajtur ne Prishtine me daten 23-24 qershor “Fenomenet sociale dhe qasja institucionale” ishin rastet me problemet sa i perket punesimeve te perkohshme/sezonale dhe nderprerjes se asistences sociale. Poashtu vend per diskutim do te duhej te kishte edhe per perkrahjen e familjeve apo personave te cilet vazhdimisht qendrojne ne asistence sociale dhe implikimet e vazhdueshme tek femijet por edhe pasojat qe mund ti kene ne te ardhmen. P.sh. cilat do te mund te ishin hapat qe do te mund te ndihmonin ne ngritjen e tyre si punetore te kualifikuar, qe do te ndihmonte ne inkuadrimin e qendrueshem te tyre ne institucione, si te punesoar, kjo shikuar ne nivel te familjes por edhe ne nivel shoqeror.

Pershendetje kolege,

Duke qene me profesion psikologe dhe duke pare sa e rendesishme eshte mireqenia e femijeve te cilet prinderit jane perfitues te skemes sociale do te doja te ndalesha pak ne efektin qe ka kjo gjendje tek zhvillimi i femijeve. Teori te ndryshme nga fusha e psikologjise, e ne vecanti teorite nga Psikologjia Sociale i vene theks te vecante modeleve te mira te sjelljes ne kontekstin familjar. Teoria e te Mesuarit Social eshte e bazuar ne imitimin e sjelljeve nga femijet tek figurat atashuese, respektivisht nena dhe babai. Duke pase parasysh parimet e kesaj teorie, atehere flasim per femije te cilet rriten dhe zhvillojne kapacitetet e tyre permes modeleve te cilat nuk jane pozitive ne kuptimin e vlerave te cilat promovojne shoqerite demokratike ne pergjithesi, dhe potencialet e zhvillimit ne vecanti.

Si rrjedhoje, femijet rriten duke qene pasive, te izoluar, te varur, dhe duke mos zhvilluar te gjitha kapacitetet e tyre per zhvillim perfshire aspektin kognitiv, emocional, dhe social. Konsideroj qe shteti ne bashkepunim me akademine (p.sh., departamenti i psikologjise, departamenti i punes sociale, dhe departamenti i edukimit), dhe organizatat qe kane per mandat mbrojtjen e femijeve, duhet te hartoje politika shteterore se si te punohet me keta femije, duke organizuar kampe verore te cilat stimulojne zhvillimin e tyre, edukimin jo-formal permes lojrave, mesimin e shkathtesive per jeten, dhe duke promovuar modele pozitive te sjelljes ne menyre qe femijet te dalin nga rrethi vicioz ne te cilen gjenden prej dites se pare te jetes se tyre.

Modele te ngjashme jane praktike e SHBAve sidomos per grupet e margjinalizuara (p.sh., latinet apo afriko-amerikanet) dhe kane treguar trende pozitive ne permirsimin e mireqenies se femijeve ne vecanti dhe rritjes se funksionit te familjes ne pergjithesi.

Duke qenë se punësimi i qëndrueshëm lidhen ngushtë dhe nivelin e arsimimit dhe të zhvillimit profesional të të rinjve, kërkohet sensibilizim i fuqishëm i shoqërisë për orientimin e të rinjve në karrierën e tyre profesionale. (Në bashkëpunim me Ministrinë e Punës dhe Mirëqenies Sociale është përgatitur dhe ka filluar zbatimi i Strategjisë për Edukim dhe Orientim në Karrierë).

 

 

Fëmijët që nuk kanë interesim për fushat akademike ( studime universitare e më tej), duhet të orientohen saktë në profilet e tjera profesionale  në kuadër të Arsimit dhe aftësimit profesional ( AAP), sipas kërkesave të tregut të punës. Në Kosovë  AAP është një mundësi e mirë e krijimit të shkathtësive profesionale të të rinjve, ngaqë ka tendenca të vazhdueshme për rritjen e performances në zbatimin e praktikës profesionale, e cila u siguron të rinjve shkathtësitë e qëndrueshme. AAP-ja rregullohet me legjislacion dhe me politikat arsimore. Këto dokumente janë: Korniza e Kurrikulit për arsim parauniversitar (KK), Korniza e Kualifikimeve Kombëtare (KKK), Ligji për Arsim Parauniversitar,

Ligji për Arsimin dhe Aftësimin Profesional, Ligji për Kualifikimet Kombëtare dhe Ligji për Arsim dhe

Aftësim për të Rriturit.

 

Në shkollat profesionale në Kosovë aktualisht ofrohen rreth 140 profile profesionale të cilët i përkasin sektorëve të ndryshëm ekonomik, por ka nevojë që të rishikohen disa prej tyre, sipas specifikave dhe nevojave të reja. Edhe Qendrat e Kompetencës  që janë themeluar janë mundësi e madhe , por mbetet ende punë për sigurimin e qëndrueshmërisë së tyre.

 

Me qëllim të përmirësimit të ndërlidhjes me tregun e punës, MASHT ka vazhduar  që të mbështes shkollat profesionale me  rritjen e numrit të bashkëpunimeve dhe marrëveshjeve me subjekte të tregut të punës dhe punësimit, si  dhe  të mbështes dhe udhëzojë shkollat në zbatimin e Strategjisë për praktikën profesionale. Rreth 60 % e nxënësve në shkollat profesionale kanë patur mundësinë që të angazhohen në praktikë profesionale dhe janë evidentuar rreth 700 marrëveshje të ndryshme me subjekte afariste, publike dhe shoqërore për praktikë profesionale.  Shpesh nxënësit edhe punësohen si të rregullt te ndërmarrjet ku e kryejnë praktikën profesionale, apo edhe krijojnë bizneset e tyre,  prandaj duhet të avancohet AAP dhe me cilësinë e vet ta rris rrisë numrin e vijuesve në këto shkolla.

Kur flasim per Asistencës Sociale është shumë e vërtet se kemi familje të cilat qëndrojnë me vite të tera ne këtë skeme dhe  e konsiderojnë si page mujore.

Mendoj se një familje maksimumi I qëndrimit në Skemën e Asistencës Sociale do të ishte 5 vite dhe më pas të fillon të shkurtohet ndihma deri ne 50%, pasi që ën këtë formë familje do të ishte stimuluar që të kërkoj një punë afatgjate dhe të qëndrueshme.

Përjashtim do të bënin vetëm numër I familjeve me problem të rënda shëndetësore, apo ndonjë nënë vetushqyese me pamundësi për sigurimin e kujdesit ndaj fëmijëve.
