Pershendetje kolege,

Nga studimet e te dhenave te kriminalitetit tek te miturit, konstatohet se nje numer i konsiderueshem i krimeve jane kryer nga te mitur nen 14 vjec, per te cilet ligji parashikon papergjegjshmeri penale. Ne kete rast dispozitat ligjore parashikojne aplikimin e masave me karakter edukativ, vendosjen e te miturit ne nje institucion edukimi. nga eksperienca e vendeve te tjera, rezulton te jene krijuar institucione te mireqenies. Aktualisht institucione te tilla te tilla ne vendin tone nuk jane krijuar. Edhe pse mund te kemi nje numer te femijeve qe braktisin shkollen, te gjithe e dime se numri i tyre arrin shifra te larta. Zakonisht te miturit qe vuajne denimin ne Institucionet e Ekzekutimeve te Vendimeve Penale e kane braktisur shkollen jo per shkak te denimit, por me pare se ata te mbushnin moshen 14 vjec. 

Se fundmi degjoj shume prinder te femijeve nen 14 vjec qe shprehen "Do te ishte mire te kishte nje shkolle riedukimi pasi nuk i mbajme dot femijet, nuk na degjojne". Keta femije shfaqin probleme edhe ne shkolle duke mbajtur arme te ftohta. Prinderit shprehen se nuk munden me te merren me femijet pasi ata nuk i degjojne, shfaqin agresivitet kur prinderit behen pengese qe ata te perfshihen ne vepra penale. Nga ana tjeter shkolla nuk mund ti kontrolloje te gjithe nxenesit cdo dite se cfare kane marre me vehte. Nderkohe qe sherbimet sociale mundohen ta perfshijne femijen ne sa me shume aktivitete per ta mbajtuar te angazhuar dhe paralelisht punojne me prinderit ne lidhje me prinderimin pozitiv, dhe serish femija kryen vepra penale si "vjedhja".

Hapja e nje "shkolle riedukimi" a do te ishte zgjidhje e mire?? C'mendim keni?
