I am getting frustrated with our governments: as soon as we have good people who do a good job, and with whom we have built a relationship that works... they are replaced. And then we can start again lobbying for our cause, building the relationship etc. oh and often the next person has exactly opposite views from the previous.

 

I am in Bulgaria right now, and I hear the same thing:-(

Every day we have new things coming up by our new goverment. It seems that they are really fighting to move all the people who were making any kind of effort from the last goverment. Now, our Child Ombudsman will be probably replaced.

I am copying text from the article I made for Child hub.

Croatian Parliament representatives discussed Report on children ombudsman work in 2015. on 9th and 10th June, 2016, after the Croatian government reported about it, as well as Family, Youth and Sports Committee suggested the Report to be accepted. However, the suggestion had been dismissed in the Croatian Parliament, with 56 votes for the Report, 64 against and 9 restrained. It is a legal commitment of the children's ombudsman to submit such a report to Croatian Government. The Report is representation of year long work on individual complaints of law violation concerning children in all areas of life. The purpose of the Report is to indicate weaknesses in the children protection system and induce government bodies to improve in certain segments, as well as securing equal rights to all children. However, according to Children Ombudsman Law, not accepting the Report in the Croatian Parliament leads to early dismissal of the elected ombudsman. Such act puts to question the Ombudsman Office, to which the ombudsman Ivana Milas Klarić warned the Parliament about. She believes rejection of the Report is an attack to the independence of ombudsman institution and political pressure, as well as demolition of democratic standards in society.

In 2015, the ombudsman accepted 1456 new turn-ins of children rights violations, proceeded in 1092 general initiatives, sent 70 recommendations on children's rights to the general level, gave her thoughts on 25 regulations regarding children's rights, went to 78 institutions along with her associates, cooperated with children in their homes, in her offices in Split, Osijek, Rijeka and Zagreb. Considering her activities during 2015, she warned about biggest areas of children's rights violations: children's right to living with parents and parental care, educational rights, healthcare rights and right to be secure from violence. She especially warned about minorities and the poor.

Regarding our curriculum, there was lot of protest from the politicians about our past war situation and civil education (sexual rights etc.) The< are really against that children learn about this issues in school.  Church has also really big influence and it is in collation with the current government!

And, also, there is a huge posibility that we will have new election because this government is not managing the situation. Lot of tensions in Croatia! :/

Very interesting! I saw your news you posted! In Hungary the situation is worse: the government has CENTRALISED the whole education system, including curriculum - only ONE book per class is allowed to be used - which have been hasetily put together, they are full of mistakes, historical faults, and conservative gender roles... in Hungary we are stepping back into the 19th century rather than forward.

What I read about your planned curriculum, I understood it was really a modern one, so I hope the protests will have good results! my fingers are crossed!

just to inform you about new happenings in Croatia regarding our goverment and reforms.

As I was telling few times before in our meetings, Croatia has changed the government and situation is still not stable. Now there is a huge fuss about curriculum reform for schools and political involment.

Here is a text about it in English if you are interested to read it, I have made a article for Child Hub as well . There was a huge strike last week in different cities in Croatia. People wanted to show their attitude toward involment of politics into children education -lot of people are angry and they do not support the involvement of right based politics into education.

On the subject itself, I do not think the curriculum needs to be changed - but rather the approach to teaching, the teaching methodology needs to be more child-friendly, inclusive, and teachers should be able to provide differentiated attention to the different abilities and skills of children. Montessori, step-by-step are already existing methodologies that could be utilised.

Also in Hungary they introduced whole-day schools, although the way this was introduced is NOT to be followed, because basically they just spend boring hours in school - whereas this would give them opportunity to catch up with homework or things they do not know, have extra physical activities, language or arts courses.

 

Hello! Last week we had the project evaluation for one of our projects in Romania (PRAEVENIR) in the communes neighboring Craiova. At the pre-departure meeting with the Swiss delegates (Mirela Shuteriqi and Anna Lazar), our country representative, Kirsten Theuns, brought up an interesting point regarding the project. As you know, among other objectives, PRAEVENIR supports after-school programs in the respective communes. 

Ms.Theuns brought attention to the whole idea of having after-school programs; why is more effort not placed in supporting the during-school curriculum? In Romania, school hours are relatively short (from 8AM to 1PM), and for this reason there is advocacy for after-school programs. There is so much focus on creating an additional program (after-school), but not so much effort on extending and strengthening the existing curriculum. This is not to say that after-school programs are not good; they can be very useful for both the child and the parents in allocating a few extra hours for the child to learn and allowing the parents to stay at work longer).
