The National Network for Children Bulgaria (NNC) commented on the demolition of nearly 100 illegal buildings in the Roma neighborhood of Lozenets in Stara Zagora following an order from Mayor Zhivko Todorov. They described the swift solution to the illegal buildings as ineffective in resolving the country's general problem - "the housing needs of the poorest and the creation of ghettos". The NNC defines this as creating a vicious circle in which victims are the most innocent - children who are left homeless, without security, without health care and without education.
NNC note that a fundamental factor is the lack of prevention as a method in social and municipal policies in the country. The Lozenets neighbourhood appeared 20 years ago and the municipality did not take timely measures in preventing its emergence while people took out loans and invested their lives in illegal buildings. There is also a lack of work and care for the risk groups affected by the decision to demolish the buildings.
The European Court of Justice has also intervened by condemning local government decisions to forcibly remove extremely poor and vulnerable people from their only shelter. The NNC reminds that in 2012 the European Court of Human Rights sued Bulgaria due to the Batalova Vodenitsa ghetto demolition case, and in 2015 called on Bulgaria to stop the demolition of the houses in Garmen, after it was seised due to the fact that entire families with children remained on the streets.
