Why do teachers have to be protected?

Statistics show that the teachers are one of the most vulnerable groups among the public officials, against whom the most acts of violence are committed. It is an important principle that not only the outright violence is meant as endangerment. The reason of the violence against teachers is that people cannot handle their emotions, furthermore teachers are the power for many people. However, the school-police cannot do anything with the emergencies against teachers.

What is the role of a school-guard?

The school-guard’s task is to keep order and to achieve it he can also apply tools. He is an employee of the police and he can do anything to eliminate an emergency, so they can carry out physical violence against children as well.

Who does the school-guard and the new regulation protect?

First of all, the teachers are protected but only in the school. Other adult school-citizens (cleaning lady, doorman, caretaker, etc.) don’t belong to the protected group, as they are not public officials. The school-guard can work only during school-time and on the area of the school, so he cannot do anything against any act of violence which was carried out outside of school - for example against the abuse was committed via internet.

Who can be a school-guard?

The candidates have to pass examinations in legal, educational and child psychology subjects, and they need to do a training of use of coercive instruments. At this time there is not any information about the details of preparatory training and the methods of follow-up.

What kind of schools can school-guards arrive at and when?

The schools have to contract with police, but there is no information if the schools have to ask for a school-guard or the opportunity will be offered. It will be an important question if a school-guard can mean a stigma for the school.

If the draft is approved by the parliament, the act will come into force within 8 days after the proclamation, consequently only a short timeframe is provided for preparation. However, based on the current information they don’t expect on less violence in schools in spite of the school-police, as the root causes remain the same, only the place of the criminal activities will change.
