03 May 2016

Coalition of NGOs for Child Protection – KOMF, on the 25th of April 2016, has submitted a document with proposals and recommendations, toward the Prime Minister of Kosova, Mr. Isa Mustafa. This document is related to defining the budget of the Draft Law on Child Protection which is currently in its final phase of approval at the Government of the Republic of Kosova, as well as to create a Specific Grant for Social Services.

The main recommendations addressed are:

Foreseeing and allocating the needed budget within the financial statement, in regard of the Draft Law for Child Protection, including the definition of the service costs, foreseeing the human resources mandated to implement the law, defining the human resources who are responsible at the central level in terms of coordination and monitoring of the law, so that the law can be implemented and affect the protection and wellbeing of children in the Republic of Kosovo.
Creating a specific grant for social services in frame of the Law for Local Governances (which is currently being amended). Such grant would have a direct impact in the implementation of the DRaft Law or Child Protection. The specific grant for social services should be the same as the grants for health and education.
