Kujtim Veseli, a child from Fushë Kosova, was found dead in front of an apartment on 11 July last year. Kujtim was sexually abused for some time before his death; the police and prosecution were informed about this by Kujtim himself, his mother and the Center for Social Work.

Since July of last year, S.O., accused of rape and the aggravated murder of Kujtim Veseli, has been in custody. A criminal investigation was not conducted concerning the prosecutors and police officers responsible for the case. The prosecutor, Ruhan Salihu, who was responsible for not seeking S.O.'s detention two months before Kujtim's murder, was disciplined and given a temporary 30% salary reduction for 6 months. No other official has been held accountable for failing to protect the life and well-being of Kujtim.

Civil society actors are seeking justice for Kujtim and hold the institutions accountable that failed to protect him. Among other things, the petition calls for:

  • the Kosovo Police and State Prosecutor's Office to publicly apologize to the family of Kujtim Veseli for violating his right to life and for neglecting the case.
  • the Chief State Prosecutor and the State Prosecutor's Office to initiate independent criminal investigations of the prosecutors and police officers responsible for the case, and bring to justice those responsible for non-performance of official duties and violation of the equal status of citizens of the Republic of Kosovo.
  • the Government of Kosovo to compensate the family of Kujtim Veseli for the human rights violations he endured.
