Young crime victims rising despite drop in young offenders

The ‘NL Times’ reports that Marc Dullaert, the Dutch Children’s Ombudsman monitored the state of the observance of children’s rights in the Netherlands. According to the Children’s Rights Monitor, one in five children aged 15 to 18 was a victim of violence or crime against property in 2013. The number of registered child victims of human trafficking, of online bullying and of child pornography has also increased. However, the number of juvenile offenders has fallen 47% since 2007. The Ombudsman recommends that the government should involve children in making laws and policies.
