The OSCE report on “Communities’ Access to Education” assesses pre-university education access for non-majority communities in Kosovo at the municipal level, and it covers the data and information gathered in the period between 2014 and 2017. It evaluates the education system of Kosovo in relation to the institutions’ legal framework of the country, while the Serbian curriculum gets a factual overview in this report.

The scope of the report includes access to education in chosen official languages (Albanian and Serbian) and community languages (Romani, Turkish and Bosnian), including physical access, aided at times with alternatives such as subsidies for transportation; the availability of qualified teaching staff and appropriate textbooks; subjects that are community-specific in order to preserve the identity of communities, possibilities for learning official languages as a second language for community members who attend the community language classes, and in general the support that institutions provide for equal access of communities in education.

At the end, the report presents conclusions and recommendations for the Ministry of Education, Science, and Technology at the central-level as well as municipalities at the local level regarding communities’ access to education.   The report is available in English, Serbian and Albanian language.
