The Autumn 2010 Special Issue of the Tdh Albania Delegation Newsletter covers a series of regional events that took place throughout Albania between September–October 2010 to promote the Working Protocol for the Child Protection Workers, a publication that was developed in collaboration with the Albanian Ministry of Labour, Social Affairs and Equal Opportunities and UNICEF. The Working Protocol provides valuable guidelines and a standardized approach for establishing a multidisciplinary practice of child protection work in Albania. Aside from promoting the child protection concepts, ideas and methodologies included in the Working Protocol, these events served as important fora that brought together a diverse and dynamic network of local actors involved in child protection issues in Albania. This newsletter provides a snapshot into some of the key child protection issues that were raised and discussed during these events such as: the appropriate budget allocation for child protection services by local governments, the need to strengthen child protection referral mechanisms through greater actors’ cooperation or the Regional (Qarku) level commitment to expand the Child Protection Satefy Net beyond the Municipality level. The Newsletter reveals that the practice and model of the Child Protection Units (CPU) as elaborated in the Working Protocol are being currently tested and implemented in 13 municipalities and 4 communes in Albania with considerable success. With the new Albanian Law on the Protection of the Rights of the Child in place, the enthusiasm for expanding and strengthening the CPU model is growing despite the many challenges that still lay ahead.
