Position Overview:

Pact is recruiting a Chief of Party (COP) for an upcoming USAID-funded program, Copilaria Mea. The purpose of the Activity is to increase the number of children living within appropriate, permanent, and protective family care and reduce the number of children growing up in institutional care. This position is contingent upon award.

The COP will be responsible for the overall technical and managerial leadership of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the agreement. This individual will be the key liaison with USAID/Moldova, the GOM, and all other counterparts and implementing organizations involved with child protection programs in Moldova. This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. This individual will be expected to offer solutions to problems that arise in this complex development environment.

Key Responsibilities:

  • Responsible for the overall technical direction of the project and management of project activities, providing leadership to the project team to ensure high quality programming to achieve project results
  • Provide exemplary leadership, vision and direction for the Program;
  • Ongoing analysis of community development, civic engagement and local governance efforts;
  • Strategic and operational planning, including timely preparation of the annual implementation plan;
  • Effective coordination and engagement with all Program stakeholders;
  • Maintaining a productive partnership relationship with USAID;
  • Managing and developing staff, sub-contractors, and consultants to achieve expected results;
  • Ensuring high quality standards of technical assistance and support to Program stakeholders;
  • Overseeing an effective and accountable Grants under Contract system;
  • Managing Program communications with USAID, key stakeholders, and the general public;
  • Ensure compliance with USAID, USG and GOM laws, regulations, policies and procedures;
  • Other tasks as required to achieve the Program Objectives and Expected Results.

Basic Requirements:

  • Advanced degree in a discipline related to social services, special/inclusive education, child protection or international development
  • At least 10 years of project management experience, including implementing a complex program in the field
  • In depth knowledge of child care and welfare issues, including experience implementing successful child protection and care reforms.
  • Demonstrated ability to work collaboratively with stakeholders
  • Prior experience in Eastern Europe
  • Fluency in English (verbal and written)

Preferred Qualifications:

  • Experience working in Moldova
  • Experience managing USAID funded programs
