The overall focus of UNICEF's Youth and Adolescent Development Programme is to support youth in reaching their full potential as 21st century citizens through the acquisition of new skills and their active participation in the society.To achieve a maximum reach of programme activities among the youth and general public, and to engage digital followers in a dynamic, interactive and meaningful way, a Communication Consultant for Youth Programme is needed to design, implement, monitor and improve UNICEF’s communication with special focus on U-Report (

The consultant will be working under the supervision of the Communication Officer and in close collaboration with the Youth and Adolescent Development section.

Duration of the assignment: July 2019 -June 2020 (up to 150 working days over the period of 11 months)

Work Assignment Overview:

Task 1: Design and implement communication and digital communication strategies targeting youth and adolescents in Serbia to increase their awareness and engagement on issues related to youth/adolescents in Serbia.


•Develop a Communication and Digital Strategy targeting youth, and including U-Report, based on existing materials and guidelines.

•Prepare monthly digital media plans and adjust them based on inputs provided by the Youth and Adolescent Development team.

•Prepare monthly and annual analytical reports.

•Adjust the plans based on the reports generated.

Task 2: Lead content generation to foster U-Report communication activities, both of UNICEF and its partners.


•Produce compelling social media content on youth/adolescents to grow and deepen youth engagement. The content should be in the following formats:

-Multimedia (photo and video for digital platforms)


-Visual presentation of promotional and advocacy messages, facts and figures

•Identify, contact and engage youth networks and influencers, including digital ones, to drive engagement with adolescent and youth to help creating enabling environment for youth participation and advocacy.

•Monitor, measure, report and evaluate digital engagement on U-Report and apply lessons learned.

•Identify good practices and opportunities and how they can be most effectively applied to deepen outreach and engagement with youth audiences.

•Coordinate with other members of the Communication section to ensure adherence to UNICEF communication standards and guidelines, synergies in communication and coordinated editorial planning and content production.

•Proof read and edit content provided by the Youth/Adolescents Development programme partners.

Task 3: Support the preparation and implementation of events related to youth engagement.


•Develop social media packages for youth related events.

•Document events through different multimedia products and share them through different communication channels targeting youth.

Task 4: Manage the content of the U-Report Serbia website, Facebook and Instagram accounts in collaboration with the U-Report Steering Committee.


•Create content and/or edit content produced by the U-Report Steering Committee and other contributors –social media posts, stories for website, etc.

•Provide inputs into UNICEF monthly digital media communication plans.Knowledge/Expertise/Skills required:

•BA degree in Social Sciences, preferably: communications, journalism, marketing or another relevant field;

•At least 2 years of experience in journalism, social media management, digital marketing or public relations;

•Excellent oral and written skills in English and Serbian are essential;

•Knowledge and versatility in using digital media technologies for communicating targeted public information and outreach messages;

•Expertise in graphic design for digital media purposes (knowledge of Canva, PSD, AI or similar);

•Basic video editing knowledge is essential;

•Experience in developing compelling content to generate response from online audiences;

•Experience in reporting on qualitative and quantitative social media analytics;

•Demonstrated experience in maintaining social media accounts, as well as experience with new media executions; knowledge and understanding of local and global digital landscapeand trends;

•Experience in working with young people (e.g. creation of content for youth, training of youth in digital knowledge) is an asset;

•Experience in, or understanding of, strategic communication processes for behaviour development/social mobilization/participatory communication is an asset.
