CWS Europe partners with local organizations that not only know the unique problems and needs of Roma communities and develop local solutions but share with us priorities and transformative missions of empowerment and social justice. Since 2010, CWS Europe has been partnered with the Centre for Youth Integration (CYI) as the leading national organization helping street-involved children find physical safety, protection, education, nutrition and care. CYI has developed local solutions that increase empowerment and address the social justice challenges impacting the Roma communities of Belgrade.

Through our joint three-year Children on the Move project, we provide education and reintegration support to street-involved children and youth or other children at high-risk of exclusion. The project aims to increase social inclusion of 200 highly vulnerable children in Belgrade, Serbia, through reducing risks for street-involved children and supporting them in achieving their right to education. The project is designed to provide care and well-being and increase social and educational inclusion of children on the move (including: children living or working in the streets, children who have returned to Serbia from the EU, and other extremely vulnerable children). The project includes identification and outreach, assessment of need, protective spaces, and provision of care, support and educational opportunities (pre-school and elementary education).

The purpose of the evaluation is to evaluate the impact the project made in the lives of the children, their families and communities and determine to what extent the project has been able to meet its objectives of reducing the risks for street-involved children supporting them in achieving their rights. The evaluation should also identify good practices, lessons learned and critical gaps in implementation and provide recommendations to inform future programming.
