In December 2018 UNICEF Montenegro became part of the sub regional initiative Equitable Access to Justice for Children in the West Balkans States of Albania and Montenegro (2019 -2020) funded by the Government of Norway. This initiative is focused on two key result areas: 1) The justice and social welfare systems are adapted to the rights of children participating in justice processes and b) Children, especially the most vulnerable, have knowledge and support to enable them to access justice.
Following this initiative and in line with the access to justice agenda in the country, it will be necessary to strengthen advocacy efforts towards integration of the Child Access to Justice Agenda into the Rule of Law Agenda and EU accession related processes.
To ensure integration of the Child Access to Justice Agenda into the Rule of Law Agenda in the country international technical assistance will be provided to relevant national institutions. This is primarily related to providing support to the Ministry of Justice of Montenegro which leads the process of drafting the new Strategy of the Reform of Judiciary (2020-2023). Technical expertise will be provided to the Working Group established by the Ministry of Justice for drafting the Strategy on how to better incorporate child access to justice into national strategic framework.
Purpose and Objective(s)
The purpose of this activity is to support integration of child access to justice agenda into national rule of law, justice sector and child rights reform strategies. The objective of this assignment is to support relevant national institutions; primarily the Ministry of Justice in integrating access to justice agenda into child rights related strategic documents, primarily the Strategy of the Reform of Judiciary (2020-2023).
The activities of the assignment will be conducted in close cooperation with the relevant representatives of the Ministry of Justice, Ministry of Labour and Social Welfare and UNICEF’s Child Protection Team.
