Terre des hommes Kosovo is seeking to recruit 3 Field Community Mobilisers for the project “Improving access and (re)integration in basic Education of Migrant and Returned Children and Families in Kosovo”.

Position Start Date: August 2017;

Duration: 1 year (renewable);

General conditions: Part time employment - 60%; 


Terre des hommes Mission in Kosovo is a non-profit making organization that has been operating for over 15 years in the field of child rights and child protection, leading the establishment and strengthening of a national child protection system in Kosovo.  Terre des hommes’ area of expertise ranges from direct psycho-social interventions with vulnerable children and their family and community members, to empowerment of local, regional and national level governmental institutions and key stakeholders through capacity-building and on-the-job training in order to develop and implement proper child-sensitive structures, policies, standards and procedures. Terre des hommes Kosovo has 2 main programs of interventions: 1) Child Protection 2) Migration and Anti-Trafficking.



Improving access and (re)integration in basic education of Migrant and Returned Children and Families in Kosovo project is been funded by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and implemented in Kosovo by Tdh in 3 municipalities (Prishtinë/Priština, Podujevë/Podujevo, and Vushtrri/Vučitrn). The overall project objective is that vulnerable children and families returned from unsafe migration have better access to educational, social and community services and are fully reintegrated into the society. Whilst the specific objectives are as following: i.To improve the integration of children returned or at risk of unsafe migration into mainstream education system. ii. To facilitate the reintegration and well-being of at risk of and returned children and families to Kosovo by improving their access to social and educational services which will reduce their need and desire to migrate. iii To foster cooperation between communities, civil society organizations and municipal institutions by increasing their capacities in order to ensure full reintegration of returned children and families.


Essential job function of the position:

The titular will conduct his or her duties in respect of the charter of Terre des hommes and the Tdh Child Protection Policy.
Terre des hommes expects that its employees’ professional conduct reflect proper behavior in accordance with Kosovar cultural and the local traditions.
The titular assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the organization.
The titular will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation. 

Specific Responsibilities:

Ensure all project activities of ‘Improving access and (re)integration in basic education of Migrant and Returned Children and Families in Kosovo’ are implemented on a timely and quality manner in accordance with Tdh program standards and in full compliance with all donor requirements as specified in projects contracts;
Develop and maintain plan of activities in collaboration with the project team and reports on regular basis about the performance of the project;
Coordinate and support communication between community / families / schools and municipal institutions regarding services that are available for returnees;
Coordinate, support and implement regular visits to families / parents of the students that are attending LASCs;
Provide support to community members/families, schools and local institutions in order to identify cases of children and families in need, referral of identified cases to local institution regarding available services for children and families in need;
Provide support and coordinate together with the project team activities that are related to advocacy and awareness raising at community, school and local institutions level;
Provide support and coordinate together with the project team the parenting support program in collaboration with the local social services through peer to peer support;
Coordinate and monitors the implementation of the activities of the After School Learning Centers (in Prishtina, Vushtrri and Podujeve municipalities) provided for returned children;
Provide support in establishing the peer educators groups and monitor the groups jointly with the project team and coordinate the activities of the Peer Educators Group;
Provide support if and when needed in development of a program for community based services for returned children and families jointly with the project team and coordinate the implementation of the program;
Provide support if and when needed in organization of the monthly meetings of the CCG-s in the respective municipalities and closely coordinate with other colleagues responsible for activities with CCG-s.
Support implementation of the community development strategy of Tdh Kosovo
Provide logistical support at deliver training activities for community mobilization and empowerment. 

Requirements and Qualifications:

Degree in Social Sciences and/or Education would be considered as an added value;
Work experience with vulnerable and marginalized communities, and re-admitted persons;
Knowledge in the field of education and institutional framework, policies and best practices would be preferred;
Ability to work independently with little direction from others as and if necessary;
Good communication, negotiation and conflict resolution skills, flexible world view and emotional maturity would be an added value;
Ability to communicate effectively, present the program to beneficiaries and partners, write well and express technical issues in a sensitive manner;
Good language skills in locally spoken languages. Knowledge of English language would be an added value.
