German politicians and statisticians categorized foreigners living in Germany and their descendants as "people with a migration background" or "migration background" if they or at least one parent were not born with German citizenship.
To better reflect their status and find a way to better integrate immigrants and their families into the country, the government designated (2019) Expert Commission on Integration Capabilities (24 politicians and academics). In two years, the commission produced the report (240 pages), which covers 14 core topics such as housing, combating racism and hate crimes, and equal opportunities in education and healthcare.
According to Derya Çağlar (SPD, the chair of the commission), the most important point is to replace the terms "migration background" and "immigrant background" with "immigrants and their descendants". The new term would also affect their children, who are currently classified as having a migration background, as they can then "simply be Germans."
The German Chancellor Angela Merkel and prominent politicians such as Annette Widmann-Mauz (CDU) support the report and believe that it will help solve integration and immigration problems and make them feel that immigration is not their defining characteristic.
