The family is a natural place for the growth and development of a child, and parents are the ones who should primarily provide care and protection.

However, when parents or other primary caregivers are unable to fulfill their belonging responsibilities with regard to children and their adequate protection, and the risk of safety, health, intellectual development or the emotional state of the child has appeared, or have already been violated, the state is obliged to react.

When the state responds, the best interest of the child should always be given priority.
