Concerns are raised by The Punishing Abuse report that, children are being punished as a consequence of the impact of their behaviors of their early abuse and loss.

The study examined 80 children in in the criminal justice system, and they found

  • that 8 in 10 children are known or suspected to have been abused,
  • 80% had health issues,
  • 80% were subject to school exclusion,
  • 70% lived in poverty,
  • 70% experienced domestic violence in his/her childhood,
  • only one child had no record of abuse .

The researchers recommend more ambitious investment in support and intervention services, like:

  • Targeted resources of social exclusion for families at the highest risk.
  • Support for schools eliminating school exclusions including academies.
  • Reducing prosecutions of vulnerable children in public care.

"This report identifies a clear link between children and teenagers suffering from abuse, violence, and poverty, and then going on to commit criminal offences. It is therefore imperative that these underlying causes are addressed, and there is a serious amount of collaborative hard work needed to make that happen." said Andy Street, mayor of the West Midlands.
