Switzerland: Amnesty International Switzerland criticizes New Federal Law on Police Measures to Combat Terrorism. Issues about child and human rights violations raised.  

 

New Federal Law on Police Measures to Combat Terrorism (PMT):

  • Law implemented in response to a “yes” vote in a referendum
  • Law allows the police -mostly without prior judicial control-  to target people solely on the basis of the assumption that they could constitute a danger in the future
  • On its own authority, the federal police can use foot shackles, order no-contact orders and zone bans if person is deemed to "spread fear", even if they have not made any threat of violence or committed any criminal offence
  • Preventative house arrest can be ordered with prior judicial control

Amnesty International Switzerland raises problematic aspects of new law:

  • Federal police can not only act unchecked, but can impose harsh sanctions against so called “potential terrorist offenders”
  • Already discriminated groups will face disproportionate targeting  
  • Children as young as 12 are at risk of being stigmatized and subjected to coercive measures
  • Criticizes that these new measures are not the answer to Swiss concerns about terrorism

Amnesty International Switzerland vows to:

  • Vigilantly monitor the implementation of the law
  • Hold the government accountable for human rights violations committed in its application
