On 17 June, a Follow-up Seminar on the Implementation of the Framework Convention for the Protection of National Minorities of the Council of Europe was held in Belgrade. It underlined that the rights of people belonging to national minorities must be ensured, promoted and implemented – in fact, no country can join the EU without guaranteeing human rights.

The Republic of Serbia has been a party to the Framework Convention for 20 years, and has made crucial progress in establishing a legislative framework during this period. Recommendations from the Council of Europe were presented, inluding a deeper understanding of national minorities – their history and cultural heritage –  in order to develop tolerance. Serbia was also advised to improve their human-rights-based data collection through census and independent research, and to develop bilingual education in Serbian and minority languages

Moreover, the participation of Roma in economic and social life – ex. in healthcare, employment – needs to be improved.
