A Three-Dimensional Illusion

The report "Deinstitutionalisation and Life in the Community in Bulgaria" focuses on the fact that the Bulgarian model of deinstitutionalization has dashed the hopes of children and adults with disabilities in Bulgaria. The findings of the Validity Foundation show that the process of deinstitutionalization in Bulgaria has created a parallel system for people with disabilities: "deinstitutionalized" people must live in group homes, where they have no real opportunity to choose whether they want to live there or with whom they want to live.
 
The report calls on the European Commission to stop funding the institutionalization of children and adults with disabilities and calls on the Bulgarian government and national authorities to review and rethink the structure of Bulgarian social policy in line with the European Convention on the Rights of Persons with Disabilities.
