Benchmark on organizations and institutions involved in social workforce strengthening

As Tdh is involved in child protection system strengthening  in emergency and development contexts around the world, it was decided to do a benchmark of institutions with experience and expertise in social service workforce strengthening, whether in the development or the support of social service workforce. More precisely, the goal is to get a global picture of institutions and organizations who have played a role in social service workforce strengthening in LMICs (Low and Middle Income Countries), with a specificity in child protection.

Therefore, it would be much appreciated, if you would take a few minutes to answer the following questions which would enable Tdh to gain better insight on your institution's experience and strengths, by the 17th of June.

  • Has your institution ever been involved in social service workforce strengthening?

The Delegation of Terre des hommes to Moldova is actively involved in social service workforce strengthening.

  • What areas of social service workforce strengthening did the project address specifically (pre-service education; in-service education; curricula development; staff induction, satisfaction and retention; etcetera)?

Within various projects, we address multiple areas of social service workforce strengthening. I will take as a reference the Framework or Strengthening the Social Service Workforce, provided here http://www.socialserviceworkforce.org/framework-strengthening-social-service-workforce.

Tdh Moldova works in all three major areas: planning, developing and supporting the workforce. In the direction of planning, we worked in carrying out assessments to identify human resource gaps and advocating for intraministerial dialogue and coordination to generate the political will, legislative frameworks and resource allocation to strengthen and support the social service workforce. Most of our work is done in developing the workforce, namely: designing pre-service education and in-service training programs that are aligned with needs identified by workforce assessments; developing appropriate curricula; strengthening teaching methods. The members of our team also carry out a large amount of trainings (including ToTs), seminars, workshops. In supporting the workforce, Tdh Moldova does mentoring, supervision, coaching, including for job burnout prevention.

  • What was the objective of this work?

The final aim of this work is to strengthen the entire child protection system such that it is able to realize the rights of all children in Moldova. And therefore, the capacity of child protection professionals is crucial in this matter.

  •  When and where did this work took place?

Tdh Moldova started it's activity in Moldova in 2004-2005 and strengthening the social service workforce started to become an important part of the work in 2005-2006. Our project covered the entire country (with more attention to several districts). The breakaway region of Transnistria was also covered by our projects. We have some contributions in the Russian Federation and Ukraine, too.

  • Did you target child protection actors? how? If not, what other specific actors  did the project target?

In all cases, we targeted child protection actors (social assistants, mayors, doctors, teachers, police, decision makers etc.). All these professionals have responsibilities in the field of child protection and together they make for the child protection system.

  • Did you develop a partnership for this project?

Yes, there were developed partnerships for all our projects 

  • Whom did you partner with (government, university, social work school, or private institution)?

Most of the partnerships are with the government - authorities at 3 levels - national, district and loca. We also partnered with other NGOs and with universities.

  • Do you know other institutions/ universities that have been also engage in this type of work ? If so, which ones?

There are several universities in Moldova that provide education to future social assistants and workers. They are: Moldova State University, "Ion Creanga" Pedagogical State University, Free International University of Moldova, "Alecu Russo" Balti State University, State University „B. P. Hasdeu” from Cahul. Also, the Ministry of Labour, Social Protection and Family is involved in training in-service professionals. From non-gov sectors, we know of Partnerships for every child Moldova, CCF Moldova,  National Center for Child Abuse Prevention, Child Rights Information Center Moldova.
