In the framework of the Project “Development of resource  document  for social welfare professionals funded by Unicef, Terre des hommes Albania developed a Standard Operations Procedures Manual (SOP-M) for social workers responsible for case management in provision of social care services for children and families with considerations also to COVID 19.

This guidance has been developed to support social service providers during COVID-19.  This includes the functioning of the NARU (Needs Assessment and Referral Units) and child protection services. They do not replace but instead complement existing procedures, policies and laws taking into account the specifics of delivering social services in the context of an infectious disease outbreak (and in particular COVID-19).

The guidance sets out standards which should be applied in each setting, together with indicators by which to measure successful implementation.  Also included are notes which explore how each standard can be achieved and links to other resources and materials which may be useful references.

The standards have been developed based on learning from Albania’s experience to date in providing social services during the initial wave of COVID-19. This was achieved through a desk review and consultation with key stakeholders in Albania. Reference was also made to international good practice which has been identified through various channels (such as the Global Alliance for Child Protection in Humanitarian Settings) since the beginning of the pandemic.

Lecturer:

Stephanie Delaney is a social worker (MSW) and has a master’s degree in International Child Welfare.  Originally from the UK, for the last 15 years Stephanie has worked in South East Europe, Asia, the Middle East and North Africa. Her particular interest is working with frontline staff. She has worked for a number of agencies, and during the Southeast Europe / Balkans refugee and migration crisis, she supported a workforce capacity initiative carried out by Terre des Hommes Lausanne and the UNICEF Regional Office for Europe and Central Asia.
