The United Nations Children's Fund (UNICEF) Country Office in Bosnia and Herzegovina is implementing the EU financed project “Transformation of Institutions and Prevention of Separation of Families”. The overall goal of the project is to ensure that children without parental care, children at risk of separation from their families and children with disabilities enjoy equal rights and status with other children in Bosnia and Herzegovina.
Under the project and overall supervision of the UNICEF Child Protection Specialist, and in close cooperation with the Child Care Reform Project Manager, and all other relevant stakeholders, UNICEF in BiH is looking for the local (BiH) company/organisation/institution which would conduct an analysis of the system of care for children without parental care, with a focus on the stocks and flows of children in the system, overview of the residential institutions for children and forms of family-based alternative care, progress of the child care reform process and major bottlenecks to be addressed.
Required expertise / Criteria for the selection:
The organization/company/institution should have: • A team leader with an advanced degree in social sciences and a minimum of 8 years work experience in the area of child protection, of which a minimum of 5 years in programmes related to children at risk of deprivation of family care and children without parental care in different alternative care settings • A team member with an advanced degree in statistics and research and a minimum of 5 years work experience in conducting research and measuring qualitative and quantitative data, preferably in the area of child / social protection • A team member with an advanced degree in law and specialised knowledge in review and analysis of legal and policy frameworks pertinent to child protection, preferably in the area of family support and alternative care • Good knowledge of the political and economic context of Bosnia and Herzegovina • All team members – excellent knowledge of English and BHS languages • Strong communication skills and sensitivity to different cultural contexts and contextual situations • Previous experience in work with the UN, international NGOs in BiH or regionally is an asset
Potential contractors should submit bidding documentation consisting of:
A) Technical proposal (template available at request): 1. Cover letter confirming understanding of the Terms of Reference and readiness to employ resources to support the achievement of outlined objectives and deliverables
2. Detailed proposal with methodology clearly explained 3. CVs of team members to be directly responsible for this assignment 4. CV of the team leader (please indicate clearly who is the team leader) 5. Description of previously implemented similar activities and list of references 6. Supplier profile form 7. Copies of registration documents as required by applicable law. Potential bidder must me legally registered to perform type of work required by this Request For Proposal.
B) Financial proposal: Consists of budget proposal (per deliverables of the Terms of Reference) with short narrative explanation (up to 100 words per item).

Proposals and budgets must be submitted in English language. The proposals must be mailed to UNICEF, address: Zmaja od Bosne bb, Sarajevo, and delivered in two separate sealed and marked envelopes (one envelope containing only the technical proposal printed out and saved on CD and the other envelope with the financial proposal printed out) by Friday, 22 April 2016 at 14:00 hrs with the remark: Proposal for RFP 005/2016 for the Institutional Consultancy – Situational Analysis of Alternative Care System for Children without Parental Care in BiH.
Important:
Please note that the technical offer (print out and CD) should not have any data on the budget, i.e. financial aspect of the offer (this should be exclusively stated in the financial offer envelope only).Contact details of the company should be printed on both envelopes. In case CD or Technical part of offer contains budget, offer is invalidated.
All bidders are invited for the public opening of the bids. The public opening will be held on Wednesday 27 April 2016 at 11:00 hrs in UNICEF premises, Zmaja od Bosne bb, Sarajevo (UN House building). In accordance with UNICEF Rules and Regulations the award and the reasons for making the award are UNICEF's internal decision and information about other bidders or their bids must not be divulged.
The invitation for submission of proposals does not obligate signing of the contract with bidders, nor does it assume the obligation to pay the costs of preparing the bids. UNICEF accepts no responsibility for undelivered proposals, and will not accept proposals after the closing date and time.
