On January 25, 2022, the first meeting of the National Council for the Rights and Protection of Children was held in Tirana, consisting of the Minister of Interior, Blendi Çuçi, the Minister of Justice, Ulsi Manja, the Minister of Education and Sports, Evis Kushi, the Minister of the State for Youth and Children, Bora Muzhaqi and representatives of other stakeholder institutions. The council, based on the law, was convened by the Minister of Health and Social Protection, Ogerta Manastirliu, who is also its chair.

The National Council for the Rights and Protection of the Child met to coordinate all institutions in order to implement the objectives of the National Agenda for the Rights of the Child 2021-2026. This meeting reaffirms the government's commitment to steps towards strengthening the child protection system and calls for better interaction through structures including civil society, local institutions, central institutions and community structures.

Manastirliu has called 2022 the year of children, due to the attention that is being given to them as well as the investments for children in need. According to the Minister, "It is now a law and we are fully committed to make a functional commitment of the Prime Minister for 'Children in the Care of the Republic' as soon as possible It will be the year of the children, because some very important programs of the Albanian government will be implemented, which have already started to take shape, as an investment for every child during this year and of course in the future ",
