Commission Staff Working Paper

While there has been progress in developing good regional co-operation, the implementation of the rule of law remains deficient, notably due to weak law enforcement institutions, limited administrative capacity, corruption and organised crime. Individual freedoms and human rights are guaranteed by Albanian law, but there is clear room for improvement as regards implementation. Albanian attitudes towards minorities remain generally constructive, but there has been limited ambition to strive for higher standards
