TV interview 'Balóval Magyarul' made an interview with State Secretary of the Ministry of Human Resources, Károly Czibere about the question of how to make the child protection system more effective.
The discussion starts with some numbers:Last year more than 4000 children were taken into care due to abuse or neglect. The charts presented at the beginning of the program show that last year 650,000 cases were managed by child protection services.
The reporter asks how come more than 30% more children are taken into care while the number of cases decreased?
The State Secretary answers that while the increase since 2008 was due to the crisis, last year's number jumped up due to the high number of unaccompanied minors that have arrived in Hungary and who needed protection. He added that poverty was only one factor - these families have lost their jobs, and as a result they often fell into different forms of addiction - which lead to child neglect.
Talking about the government's plans Mr. Czibere mentioned that from January 2016 an additional child protection agency at district level will be in place to implement administrative measures -in order to allow municipal child protection services to focus on child protection. The state secretary also mentions plans to make it compulsory to members of the referral system (including family nurses, dentists, teachers, etc.) to refer cases they find suspicious. Unfortunately there was no detail provided on how this will be done.
The state secretary pointed out that there are already 5700 foster parents in Hungary - meaning 15,000 children can be placed - but more is needed.
Next year HUF 30 billion (96 million euros) will be spent on children's meals (in schools and kindergartens) and an additional HUF 5 billion (16 million euros) will be provided to strengthen the foster care system.
