Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions

Early school leaving is a complex phenomenon and reducing it requires strong political commitment. This Communication analyses the impact of early school leaving on individuals, society and economies, outlines its causes, and gives an overview on the existing and forthcoming EU-level measures to tackle it. It is accompanied by a proposal for a Council Recommendation and by a Staff Working Document that present a framework for comprehensive policy approaches which Member States can use for effective policies in reducing early school leaving, and detailed examples of actual policy measures.
