The PARCS (For Recreational Activities in a Safe Environment) project was launched by Defence for Children International (DCI) - Belgium in September 2019 for a period of two years and a half. It aimed at improving the protection of children in the context of sports and leisure activities. In particular, the project aimed at promoting the well-being of children through the development and implementation of clear and appropriate child safeguarding policies.

Amongst other activities, the project saw:

  • The conduct of a needs analysis, providing an overview of the existence of child protection measures in the sport and recreation sector and their implementation in order to establish gaps and needs.
  • A campaign to promote the well-being of children in sport and leisure activities. The objective was twofold: to raise awareness among children and parents of the right to practice sports and leisure activities in a caring atmosphere; and to encourage stakeholders in the different sectors to make a concrete commitment to the protection of children (www.tupeuxledire.be). The campaign used several tools: videos, podcasts, posters, a dedicated website…
  • The development of 8 pilot projects amongst volunteer sports organisations to test a methodology to help them develop their own child safeguarding policies.
  • The training of 10 specialised trainers to accompany pilot projects.
  • The creation of a practical guide that can then be used as a model to promote the adoption of child safeguarding measures in sports and leisure organisations.
  • Advocacy  to convince the authorities to give more importance to the development of child protection measures in sports and leisure organisations by adopting rules favouring these policies.
