A video has been made of an incident in a Kaposvár Children’s Home, where a boy beat his peer. Police have launched an investigation based on a video posted on the Internet. An Ombudsman’s inquiry into the Kaposvár Children’s Home was conducted in 2016 and the report revealed serious legal violations, such as unlawful restrictions on the movement of children, children terrorizing each other, and sexual abuse.

The EMMI Protocol, which entered into force in 2016–2017, does not oblige institutions to report cases, only if the offender or the victim is an adult.
