UNICEF, as part of a larger UN joint programme to advance social care and social inclusion in the country, is building the local capacities on populating and using the Management of Information System (MIS) on social care services, as part of the integrated Social Protection System. UNICEF supported the development of the system in 2016 and is now taking actions to make it functional. This involves building the capacities of LGU officials, SSS officials and service providers in populating and using the information management system for social care services in 18 municipalities. It is expected that the work will be completed by the end of April 2019.

In this framework, a three day training was held in February on enabling professionals in these municipalities to use the MIS. Social administrators, social workers, child protection workers, employees of the social services department in the municipality of Tirana, together with representatives of the State Social Service, and the Ministry of Health and Social Protection had the chance to learn to use the system, as well as the opportunities it offers to assess and address the situation of children and families in need according to the standards.

The ability to provide quality data for children and families receiving social care services in the municipality is dependent on having a good social protection information system in place. Electronic social services registration, integrated with the national electoral social protection register, can be an important instrument in the hands of the national and local government to assess the impact of social protection policies.
