Congress has published the first brochure on voting rights for local elections for migrants and IDPs. The brochure was prepared for the Conference on the Right to Vote of Locally Displaced Persons in Kiev, and is based on a report which analysed international standards in relation to voting rights of IDPs and non-citizens, the main challenges for implementing these rights in practice, and which outlined different approaches Council of Europe members have adopted in this regard. The main aim of the publication is to contribute to the integration of non-citizens in local communities by ensuring their active participation in decision making at the local level.
